Three years before the main events, the head of a prominent Touto institute, Gentoku Himuro, urgently warned the Touto Prime Minister’s aide about mounting threats from other regions, advocating for military strengthening. His pleas for preparedness were disregarded. Around the same time, Himuro uncovered clandestine human subject testing involving a potent Nebula Gas, conducted by researcher Takumi Katsuragi. Recognizing the grave implications, Himuro, serving as Katsuragi's chief officer, promptly halted the dangerous project. Yet, Katsuragi’s controversial breakthroughs quickly drew the interest of a mysterious benefactor. Consequently, Katsuragi was recruited and secretly resumed his perilous Nebula Gas research, now operating under the shadowy umbrella of Namba Heavy Industries. This pivotal shift ignites a narrative of escalating geopolitical tensions and morally ambiguous scientific pursuits.
